MASHHAD — Mayors and senior urban planners representing 14 major municipalities across Eurasia and West Asia gathered at the Mashhad City Diplomacy Center (MCDC) today for the opening plenary of the Regional Urban Resilience Summit.
The meeting, convened under the auspices of the Metropolis Regional Secretariat, focused on tangible protocols for emergency infrastructure, urban water security, and cross-border knowledge transfer.
'Modern city diplomacy is no longer about ceremonial handshakes; it is about interoperable technical protocols that save lives when floods, heatwaves, or seismic events challenge our urban centers,' stated the Executive Director of MCDC in his opening keynote.
The resulting 'Mashhad Declaration on Resilient Governance' outlines a three-year roadmap committing member cities to joint simulation exercises, shared asset registries, and the mutual exchange of municipal engineering staff.

مشهد — شهرداران و مدیران ارشد برنامهریزی شهری از ۱۴ کلانشهر منطقه اوراسیا و غرب آسیا امروز در مرکز دیپلماسی شهری مشهد (MCDC) گرد هم آمدند تا اجلاس منطقهای تابآوری شهری را آغاز نمایند.
این نشست که ذیل فعالیتهای دبیرخانه منطقهای متروپلیس برگزار شد، بر تدوین شیوهنامههای عملیاتی برای ایمنسازی زیرساختها، امنیت منابع آب و انتقال دانش فنی متمرکز بود.
رئیس مرکز دیپلماسی شهری مشهد در سخنرانی افتتاحیه خود تأکید کرد: 'دیپلماسی شهری نوین از دیدارهای تشریفاتی فراتر رفته و به پروتکلهای فنی مشترکی تبدیل شده است که تابآوری شهروندان را در برابر بحرانهای اقلیمی و طبیعی تضمین میکند.'
بیانیه پایانی این نشست با عنوان 'بیانیه مشهد در زمینه حکمرانی تابآور'، نقشه راه سهسالهای برای برگزاری مانورهای مشترک شبیهسازی بحران و تبادل نیروهای متخصص شهری ترسیم کرده است.
